And to learn more about the historical context that set all this in motion, including Bill Clinton’s onerous Telecommunications Act of 1996, which was a $72 billion boondoggle for the telecomm corporate support Clinton received. The bill was shepherded through Congress by Newt Gingrinch before his quick fall from grace. I must also point out that 1996, the start of Clinton’s first term, was a banner year for bad-really bad-legislation.
Along with the Telecommunications Act there was the Antiterrorism and Effective Death Penalty Act (AEDPA) and the Illegal Immigration Reform & Immigrant Responsibility Act. AEDPA essentially removed the writ of habeas corpus and IIRIRR, a precursor to today’s reactionary immigration debate . The IIRIRR, nicknamed the “expedited removal” law, was widely condemned by The American Civil Liberties Union, the Lawyers Committee for Human Rights, the American Bar Association, Amnesty International USA and the Women’s Commission for Refugee Women and Children, among others.
